Highest and lowest recorded crime rates in Scotland (2025/26)
Dundee had the highest recorded crime rate of Scotland’s 32 councils in 2025/26, at 92.9 per 1,000 people.
Shetland Islands had the lowest, at 20.3 per 1,000 people. The middle council, South Lanarkshire, had 50.1 per 1,000 people.
Rates are per resident, so places that many people visit or work in, such as Glasgow and Edinburgh, can show higher rates than their residents alone would suggest.
