How it is made
Worked out by Open Index from the Welsh Index of Multiple Deprivation 2025 deciles.
The number of a council's neighbourhoods in deciles 1 and 2 of the Welsh Index of Multiple Deprivation 2025, divided by all its neighbourhoods. Deciles 1 and 2 are the 382 neighbourhoods ranked 1 to 382 of 1,917, which the Welsh Government calls the most deprived 20%. Each neighbourhood is counted in the council it sits in, and every council's count matches the Welsh Government's own local authority deprivation profiles.
Larger areas use the publisher’s own figures, never an average of smaller areas.
Zoom in past council level and the map keeps the council shapes and says so, rather than inventing detail.

Before you use it
- This is the share of a council's neighbourhoods that are in deciles 1 and 2 of the Welsh Index of Multiple Deprivation, the most deprived 20% of neighbourhoods in Wales. It shows where the most deprived neighbourhoods are, not how deprived the council is overall.
- Open Index counts each council's neighbourhoods from the Welsh Government's published deciles. The counts match the Welsh Government's own local authority profiles, which round the share to a whole number.
- The indices describe areas, not people. Many people who are not deprived live in deprived neighbourhoods, and many deprived people live in neighbourhoods that are not.
- England, Wales, Scotland and Northern Ireland each measure deprivation their own way, so Open Index never ranks or compares them together.
Colours on the map
Fixed breaks, held for every period, so colours mean the same over time.
