How it is made
Worked out by Open Index from the Band D council tax figures.
This year's Band D divided by last year's for the same area, less one, as a percentage to one decimal place.
Larger areas use the publisher’s own figures, never an average of smaller areas.
Zoom in past council level and the map keeps the council shapes and says so, rather than inventing detail.
- Nation1997/98 to 2026/27 (30 periods)

Before you use it
- This compares Band D for the same area in two consecutive years, as published.
- In England a council can raise its share of the bill by a limited amount each year without holding a local referendum, and some councils get permission to raise it more. Police, fire and parish charges change too.
- Scottish councils held council tax flat from 2008/09 to 2016/17 and in 2024/25, with a few exceptions.
- Councils that merged or were created after a reorganisation have no change for their first year.
Colours on the map
Fixed breaks, held for every period, so colours mean the same over time.
