England has eight bands, A to H. Band I exists only in Wales.

Scotland's homes are banded by its own assessors, not the Valuation Office Agency, so this count covers England and Wales only.

Northern Ireland has domestic rates, not council tax bands.

## Gaps

- England has eight bands, A to H. Band I exists only in Wales: 1000 (City of London 001A, City of London 001B, City of London 001C, City of London 001E, Barking and Dagenham 016A, Barking and Dagenham 015A)

## Caveats

- Band I exists only in Wales: homes worth over £424,000 at 1 April 2003.
- Shares are worked out from the Valuation Office Agency's counts, which are rounded to the nearest 10 homes, so small areas can be a point or two out. Counts under 5 are not published, so the share is left blank.
- Bands are not comparable between England and Wales: they use different valuation dates and value ranges. Open Index compares and ranks them within each nation only.
- The count is every home on the council tax list at 31 March, including empty homes and homes that are exempt.

## Example: Cardiff

0.9% of homes in Cardiff were in council tax Band I at the end of March 2026.
That compares with 0.4% across Wales.
