## Facts

## Periods

| Level | First | Latest | Periods |
| --- | --- | --- | --- |
| Nation | 2026 | 2026 | 1 |
| Region | 2026 | 2026 | 1 |
| Council | 2026 | 2026 | 1 |
| Middle area | 2026 | 2026 | 1 |
| Neighbourhood | 2026 | 2026 | 1 |

## Coverage

| Nation | Areas | With a figure |
| --- | --- | --- |
| England | 33755 | 32832 |
| Wales | 1917 | 1882 |
| Scotland | 7392 | 0 |
| Northern Ireland | 3780 | 0 |

Scotland's homes are banded by its own assessors, not the Valuation Office Agency, so this count covers England and Wales only.

Northern Ireland has domestic rates, not council tax bands.

## Gaps

- Fewer than 5 homes here are in this band. The Valuation Office Agency does not publish counts that small, so there is no share: 923 (City of London 001B, Barking and Dagenham 011C, Barnet 009C, Barnet 014A, Barnet 033B, Barnet 007B)
- Northern Ireland has domestic rates, not council tax bands: 77 (Dunsilly A1, Dunsilly B1, Dunsilly A2, Dunsilly A3, Dunsilly B2, Dunsilly A4)

## Caveats

- Band C is for homes worth £52,001 to £68,000 at 1 April 1991 in England, and £65,001 to £91,000 at 1 April 2003 in Wales.
- Shares are worked out from the Valuation Office Agency's counts, which are rounded to the nearest 10 homes, so small areas can be a point or two out. Counts under 5 are not published, so the share is left blank.
- Bands are not comparable between England and Wales: they use different valuation dates and value ranges. Open Index compares and ranks them within each nation only.
- The count is every home on the council tax list at 31 March, including empty homes and homes that are exempt.

## Example: Hackney

29.9% of homes in Hackney were in council tax Band C at the end of March 2026.
That compares with 27.1% across London.
